Giuliano was raised by a family of Cuban-American refugees in Natick. He attended Framingham State University for his undergraduate degree, and completed his graduate degrees at Northeastern University. His research has focused on the role of international organizations in coordinating domestic policy transfer between states. Giuliano now lives in Webster with his wife and two daughters. In his free time Giuliano is a professionally renowned competitive gamer.
